Antique folding stand, approx 24.5 inches tall

I have no idea what this is other than it's some sort of old stand that folds up for easy transport, it's 24 and a half inches tall. A witches ball would look great perched on top of this thing or a planter or a wooden bowl full of old croquet balls ! Many creative uses I'm sure. link to pics https://www.craigslist.org/view/d/grafton-antique-folding-whats-it/v93DkpYS3VWTPEuNzvfwLy
